• The Ohio Manufacturing Alliance to Fight COVID-19 has secured Ohio-made cotton masks and face shields. These are now available for purchase by Ohio manufacturers. State Developments

• In today's press briefing, Gov. DeWine noted that tomorrow, May 12, is the re-opening date for consumer, retail and service businesses -- and he showed this video as a reminder of workplace safety steps.
  • By tomorrow, nearly 90% of Ohio's economy will be open, he said.
  • The governor said he was not ready to announce a re-opening date for childcare facilities since safety protocols had not yet been established. An announcement is expected soon.
  • Lt. Gov. Husted again recognized the work of the Manufacturing Alliance to Fight COVID-19, adding that discussions are already underway so that Ohio is "never again in a position in which we are dependent on other nations" for protective gear and medical supplies.
  • Ohio Department of Health Director Amy Acton said businesses with employees who test positive should always first call their local health department for guidance on next steps.
    • As a reminder, ODH has posted this employer checklist for cases of potentially exposed employees.
• Ohio’s website that allows employers to report unemployment benefits fraud has been under attack from an anonymous hacker, according to OMA Connections Partner Schneider Downs.
• University Hospitals has published the UH Healthy Restart Playbook to provide guidance to businesses to keep their workforce, facilities and customers safe.

Federal Developments

• The National Association of Manufacturers is encouraging manufacturers to contact their federal representatives and urge them to act on liability protections for essential industry. (If you do so, NAM asks that you let them know.)
• Here is a look at the re-opening announcements for several states.
• Some manufacturers that furloughed employees during lockdowns say plants won’t re-open, reports The Wall Street Journal (subscription).
• Abbott Laboratories' new antibody test has received emergency use approval from the FDA.
• The U.S. has a worrisome limited capacity to manufacture potential COVID-19 treatments or vaccines, says a top pharma exec.
• In addition to coughing and a fever, potential COVID-19 symptoms are now believed to include, for some patients, a loss of smell, purple toes, pinkeye, vomiting and diarrhea.

• The Paycheck Protection Program (PPP) no longer seems likely to run out of funds, as daily loan approvals have slowed to less than $2 billion per day, reports say.
  • The SBA reports that $188 billion of the refreshed $311 billion pot was spoken for as of last night. The average loan size between PPP and PPP2 has fallen from $206,000 to $73,000.
• The U.S. Chamber has published this guide to the Main Street Lending Program for small and medium-sized businesses.
